Changsha Public Security Bureau Adds a Service Window for Foreigners

Foreigners and Hong Kong, Macao, and Taiwan residents in Changsha can apply for exit and entry related certificates at a service window newly added at the Exit and Entry Service Center of the Yuelu District Public Security Bureau. It was announced by the Exit and Entry Administration of the Changsha Public Security Bureau on December 25, 2019.

“Very quickly, and much more convenient,” said Xia Jia, a Pakistan doctoral student from the Central South University, after he completed his application for residence permit extension that day. In the past, he could only handle his resident permit application at the Changsha Municipal Public Security Bureau, 15 km away from his university. Now, he just needs to go to the new window, about 5 km away from his university.

In recent years, foreigners in Changsha has increased by 26.5% on average annually. More and more international students, hi-tech enterprise managers, and research personnel study, work, and live in Changsha.

“There are many higher educational institutions and hi-tech enterprises at the western side of the Xiangjiang River. Foreigners, and Hong Kong, Macao and Taiwan residents in this region need to handle entry and exit related certificates,” a person in charge said. In order to facilitate Changsha’s opening up and economic and social development, the Changsha Public Security Bureau determined to open another service window in this region. Applicants can make appointments through the WeChat public account “便民服务桥” to choose the old or newly added service window for their own convenience.

外国人在长沙办签证业务更方便了!河西新增受理延伸点

长沙晚报掌上长沙12月25日讯(全媒体记者 聂映荣)来长沙的境外人员办证更方便了，长沙不仅河东有相关业务受理点，河西也新增了受理点。今日，长沙市公安局人口与出入境管理支队对外公布，长沙市公安局在岳麓公安分局人口与出入境接待大厅新增境外人员签证证件受理延伸点。

“很好很快，比以前更方便了!”今日，在岳麓公安分局人口与出入境接待大厅内办理完居留证件延期业务后，来自巴基斯坦的留学生夏佳用普通话连连为新增的延伸点窗口点赞。

夏佳是中南大学的博士生，来长沙已有两年，此前，他办理学习类居留证件时，必须得去15公里外的长沙公安局人口与出入境接待大厅。如今，他再来办延期业务时，只需要到距校园5公里左右的岳麓公安分局，少跑路、少耗时。今日，多名中南大学、长沙医学院的留学生在此就近办理了相关业务。

长沙市公安局人口与出入境管理支队相关负责人介绍，近年来，随着长沙经济社会的发展，在长沙常住的外国人数量平均每年新增26.5%。其中，越来越多的留学生、外籍高新技术企业高级管理人员、外籍科研人员来到长沙学习、工作、居住。

“在河西的众多高校和高新技术企业里，有不少需要办理签证证件业务的境外人员。”上述负责人介绍，在此之前，来长沙的境外人员如果要办签证证件等相关业务，只能到位于雨花区金盾路30号的长沙公安局人口与出入境接待大厅进行办理。为更好地服务长沙对外开放和经济社会发展，长沙市公安局决定在外籍人员相对较为集中的河西设立境外人员签证证件受理延伸点。

该延伸点的业务受理范围包含外国人签证的延期、换发、补发的受理;外国人停留证件的签发、换发、补发的受理;外国人居留证件的签发、延期、换发、补发的受理。申请人还可通过“便民服务桥”公众号进行预约，在河东、河西不同办理点中选择就近办理。

上述负责人介绍，该支队近年持续推出多项便民利民服务举措，特别是深入开展“不忘初心、牢记使命”主题教育以来，该支队在简政放权、放管结合、优化服务上积极主动作为。此次的新举措也将为来到长沙的境外人员提供更高效、更便捷的服务，进一步强化长沙对外籍人才的吸引力。下一步，该支队将结合“不忘初心、牢记使命”主题教育，充分发挥窗口岗位职能优势，不断创新服务举措，优化营商环境，为长沙经济社会更好、更高的发展添砖加瓦。
