On August 12, according to municipal Port City Logistics, from January to July this year, there have been 240 trains from Changsha to Europe, 133% up over the same period last year, ranking the seventh among 62 cities of the country.
“Honored as ‘steel camel’, China Railway has turned into an essential carrier to strengthen infrastructure connectivity and boost economic and trade cooperation among countries along Belt and Road.” said Yang Li, director of municipal Port City Logistics. As an important city of Belt and Road and one of the first eight China Railway cities, Changsha has gained strong momentum since China Railway Express began in Changsha six years ago.
At present, China Railway Express (Changsha ) has opened over 10 Euro-Asia railway routes across 15 countries. There are 6 or 7 trains for departures every week.
By the end of July 31, China Railway Express (Changsha ) has carried out 745 trains with 63,348 containers, weighing 95.47 tons with a total value of 2.629 billion dollars, serving 696 enterprises.
Many Hunan specialties including mechanical products, vehicle parts, porcelain, clothing and tea have been carried into Europe, central Asia and Middle East by such trains.
Meanwhile, the revenue of export and import of Changsha has reached a new high and exceeded 100 billion yuan last year for the first time. In the first half year, the export and import revenue has reached 83.149 billion yuan, 57% up over the same period last year with the growth rate ranking the second among capital cities.
On March of 2019, Changsha-Russia train route has been launched, which enables the Russian timber to pour into Changsha. In the past, Russian timber was mainly transported by road, which took about 25 days, while railway transport took only 15 days to reach Changsha.
“The regular operation of Russian timer train will guarantee the surging demand of timber of Changsha.” said Ye Hongbing, vice general manager of Central South China International Land Port Company Limited. “We hope that a global timber trading center could be established in Jinxia Economic Development Zone through the export from Russia and other countries, realizing the development pattern of “channels + economic zone + industrial park” proposed by the government .
Apart from Russian timber, Changsha also exports milk powder, minerals, auto parts, engineering facilities and deluxe clothes. Subsequently, Changsha will export salmon from north Europe, cookies and bread from west Europe, cotton yarns and mung beans by China Railway Express.
From January to July this year, there were 240 trains departing from and returning to Changsha, 133% up over the same period of last year with growth rate ranking top 3.
How can China Railway Express (Changsha) achieve such a surging growth in fierce competition?
China railway Express (Changsha) is market-oriented and hinge upon the demand of enterprises to increase more trains and transport routes. Yang Li said, “We will continue to expand our railway network in north Europe, central-east Europe, and East Alliance with Changsha as supporting base, connecting the East Alliance and Euro-Asian continent.”
Last August, Changsha transport investment group decided to establish Central South China International Land Port Company Limited with Sinotrans South China Limited to provide targeted service by joint efforts. What’s more, the duration of customs clearance was further shortened again, which improves the clearance convenience.

长沙跻身全国中欧班列“第一方阵”
长沙晚报8月12日讯(全媒体记者 刘捷萍 通讯员 王璨)越来越多“湖南造”“长沙产”产品搭乘中欧班列走向“一带一路”沿线国家。今日,记者从市物流与口岸办获悉,今年1至7月,长沙发运中欧班列240列,同比增长133%,在全国62个城市中排名第7位,跻身中欧班列“第一方阵”。
湘品出海
盛夏时节,广铁集团长沙货运中心长北货场内一片繁忙景象。巨大的门吊在空中挥舞手臂,将满载电子产品、鞋服、五金等货物的集装箱装上中欧班列,最快13天就能抵达德国汉堡。
“中欧班列被誉为‘钢铁驼队’,已经成为‘一带一路’沿线各国加强基础设施联通、提升经贸合作水平的重要载体。” 市物流与口岸办主任杨莉介绍,长沙作为“一带一路”重要节点城市、“一带一部”首位城市,是全国首批开通中欧班列的8个城市之一,开行6年来,中欧班列(长沙)不断提速。
目前,中欧班列(长沙)已开通10余条欧亚城市线路,途经15个国家。欧洲线路、中亚线路、铁海联运线路等“织”起的班列网络,已搭建起每周去程、回程均开行6至7班的稳定通道。
截至2019年7月31日,中欧班列(长沙)6年累计开行745列,发运集装箱63348标箱,总货量95.47万吨,总货值26.29亿美元,服务企业合计696家。
机械产品、汽车配件、瓷器、服装、茶叶等湖南特色产品,搭乘中欧班列驶向欧洲、中亚、中东等地区。
与中欧班列(长沙)共同成长的是,长沙进出口总额近年来连创新高,去年首次突破千亿元大关,今年上半年进出口831.49亿元,同比增长57%,增速稳居全国省会城市第2位。
优品入湘
8月8日,第100列满载俄罗斯木材的专列,伴随着悠长的汽笛声,缓缓驶进长沙铁路北站。今年3月开通中欧班列俄罗斯至长沙线路以来,俄罗斯木材源源不断地来到长沙。
“俄罗斯木材储量大,木材质地紧密,适合做建筑木方、园林景观用材、家具用材,湖南市场对俄罗斯樟子松、红松、云杉、桦木等木材需求巨大。”湖南著威国际贸易有限公司今年已通过中欧班列进口俄罗斯木材5万立方米,公司总经理郑峰告诉记者,以前俄罗斯木材以公路运输居多,一趟需要25天左右,而铁路运输只要15天就可抵达长沙,大大减少了中转和运距,节约了运输的时间,降低了木材的进口成本。
“俄罗斯木材专列的常态化运行,进一步丰富了中欧班列(长沙)的回程货源,扩大了进口,促进往返平衡。”中欧班列(长沙)运营平台——湖南中南国际陆港有限公司副总经理叶红宾介绍,目前,俄罗斯木材班列实现一天一班的高密度开行,顶峰时每月60列以上。如今,长沙已成为中国从俄罗斯进口木材的第四大口岸。
“下一步,我们希望通过中欧班列大规模引进俄罗斯乃至全球的木材,在长沙金霞成立全球进口木材交易中心,创建进口木材产业园,真正把市政府提出的‘通道+园区+产业’落到实处。”叶红宾说。
除了俄罗斯木材,7月14日从白俄罗斯明斯克至长沙的首趟奶粉专列,装载了1025吨白俄罗斯原产的优质奶粉和乳清粉,途经白俄罗斯和俄罗斯,并由满洲里入境后最终抵达长沙,全程运输时间16天。与传统海运方式相比,运输时间缩减了38至40天,延长了保质期内奶制品在中国市场的销售时间。
此外,中欧班列(长沙)进口货物还包括锑精矿、汽车配件、工程设备、高档服饰等。接下来,来自北欧的三文鱼、西欧的曲奇饼和面包、中亚的棉纱和绿豆等,也将随着中欧班列来到长沙,丰富湖南老百姓的餐桌和生活。
加速奔跑
近年来,中西部城市竞相培育发展本地中欧班列,抢占发展先机和枢纽地位。全国中欧班列开行城市62个,可谓百舸争流、千帆竞渡。
今年1至7月,长沙共发运中欧班列240列(去程117列、回程123列),同比增长133%,增速排在全国前三。运输集装箱货物20326标箱,运输货物23.62万吨,货值5.26亿美元,增长126%。
在激烈竞争下,长沙中欧班列为何能实现爆发式增长、驶入发展快车道?
依托市场服务企业,丰富线路加密班列。杨莉介绍,目前,中欧班列(长沙)常态化开行明斯克、马拉舍维奇、汉堡、杜伊斯堡、塔什干等去程和俄罗斯木材回程班列。长沙至明斯克一周发运4班,远高于周边开通中欧班列的城市,成为众多中欧贸易商的首选。此外,回程班列发力并首次超过了去程班列成为最大亮点。“下一步将在北欧、中东欧、东盟继续布线,亚欧区域全覆盖,并以长沙为支点,架起东盟与欧亚之间的经贸大桥梁。”
强强联手定向服务。去年8月,市政府下属长沙交通投资控股集团有限公司与中外运华南公司共同投资成立中南国际陆港有限公司,作为中欧班列(长沙)运营主体。“中国外运”隶属央企招商局集团物流板块,是我国最大的国际货运代理公司。今年1月,市物流与口岸办公室成立,围绕中欧班列(长沙)制订了个性化服务方案;针对运营中遇到的问题,采取“一事一议”的解决方案和“一人一责”的落实方案;确保相关企业降本增效,营造了良好的营商环境。“今年长沙有望全年发运中欧班列400列。”叶红宾介绍。
通关时长再压缩。星沙海关为支持中欧班列(长沙)发展,抽调专人接单,随到随接,从报关到结关放行半天之内处理完毕。对于特定大宗商品如板材等,实行先放行后改单,提升通关便利性,进出口整体通关时间比2017年压缩50%以上。下一步海关将提高查验准确度和查验时效,进一步压缩接单查验、放行时间。
“目前,中欧班列处于发展的关键时期。”杨莉介绍,长沙将进一步完善中欧班列(长沙)发展规划、政策;依托长沙北货场加快推进铁路临时对外开放口岸的申报步伐;推进中欧班列(长沙)扩容提质;设立铁空联运、铁海联运、铁公联运等多式联运的物流产业发展基金等。
一趟趟“钢铁驼队”来往穿梭,架起的是中部地区直通亚欧大陆的国际物流大通道。中欧班列(长沙)也将成为内陆湖南推动高水平对外开放、深度融入“一带一路”建设的重要支点,撬动并扩大长沙的“朋友圈”,助推形成强大的国内市场。
